The European Health Data Space (EHDS) entered into force in March 2025. The EU AI Act established risk-based governance for healthcare AI systems. On paper, Europe has constructed the most sophisticated regulatory architecture for digital health in the world. Yet here’s the uncomfortable reality: having regulations is not the same as having infrastructure.
Regulations define what should happen. Infrastructure determines what can happen. And right now, the gap between those two realities threatens to render Europe’s ambitious health data frameworks non-functional for neuroscience.
